ACCD Awards Grants to Municipalities for Road and Stream Upgrades

Funding Targets Infrastructure Improvements on Dirt, Gravel, and Low Volume Roads

PITTSBURGH – Allegheny County Conservation District (ACCD) awards $500,000 to three municipalities to improve roads and reduce pollution in nearby streams through the Dirt, Gravel, and Low Volume Road (DGLVR) Program. 

These grants support critical infrastructure needs while integrating environmental solutions to restore streams. By addressing landslides, flooding, and drainage, these projects enhance public safety, increase road accessibility, and benefit environmental health. 
 

“This program considers the intersection of built and natural environments and makes roads safer for communities while protecting streams, habitats, and drinking water. ACCD is privileged to work with municipalities to improve these roads,” said Heather Manzo, Executive Director of ACCD. 

“I’m thrilled to see these vital grants awarded in Allegheny County, which will directly improve the safety of our roadways and help protect our waterways,” said Senator Nick Pisciottano. “Investing in infrastructure and environmental health is crucial for the well-being of our communities. These projects are a step forward in enhancing road safety for drivers and pedestrians while ensuring that our streams and rivers are healthier for future generations.”

Grant Awards 

Munhall Borough, Creek Street – $142,000: Munhall Borough will fix a landslide on Creek Street that deposits sediment into Homestead Run. The plan includes stabilizing the hillside by building a step-like base and adding rock to secure the slope.

Pitcairn Borough, Jewell Way– $160,730: Pitcairn Borough will begin upgrades to Jewell Way by fixing a failing slope and improving drainage to prevent sediment runoff into Turtle Creek and a nearby wetland.

Lincoln Borough, Deer Lane  – $200,000: Improvements to Deer Lane include new drainage, stabilization, and an updated stream crossing. This project marks the borough’s fourth DGLVR grant, continuing vital water quality improvements in the Youghiogheny Watershed.

Grant Application Information 

Grant applications for the DGLVR Program are accepted annually from June 1 through August 31. Municipalities interested in applying are encouraged to schedule a pre-application meeting with ACCD.
